About the Conference:
WIND Vision is the annual conference organised by the Lithuanian Wind Power Association (LWEA), bringing together leaders from the energy sector, business and politics to discuss the role of wind energy in strengthening national energy security, state resilience and sustainable economic growth.
Topic 2026 – “The Impact of Independent Energy”.
The conference focuses on strategic dialogue between government, business and society, seeking practical solutions to ensure reliable energy supply, align green transition goals with regional interests, and address national security priorities.

The discussion will examine the role of wind energy in this context, whether it is perceived as part of national security, and how to align the interests of the state, municipalities and business to ensure long-term energy resilience.

11:00–12:00 Panel II – Energy Architecture: Where Is the State Heading?
A discussion on the direction of Lithuania’s energy strategy – from interconnections and investment mechanisms to data centres, innovation and preparedness for emergency situations. The panel will address whether strategic objectives are being translated into real decisions and whether the state has a clear plan for the next phase of energy development.

13:00–14:00 Panel III – Implementing Energy Policy: From Strategy to Results
A discussion on how energy policy is implemented in practice – covering growing electricity demand, hydrogen prospects, the development of data centres and the investment environment. The panel will explore how to balance environmental, economic and national security objectives when business is ready to invest but clear signals from the state are still missing.

14:30–15:30 Panel IV – The World, Lithuania and Wind Energy Security
A discussion on wind energy security in a global context, focusing on critical raw materials, supply chains and geopolitical risks. The panel will explore how manufacturers and the European Union are working to reduce technological dependencies, strengthen manufacturing in Europe and increase the resilience of the wind energy sector in Lithuania and across the EU.

16:00–17:00 Panel V – The PPA Phenomenon: What Drives Market Price Dynamics?
A discussion on electricity price formation and the role of Power Purchase Agreements (PPAs) in a liberalised market. Topics will include market stability, competitive pricing, grid balancing, battery deployment and overall system flexibility.
